Plans, payments, and limits.
Prices and limits are stored on the server. The page you see is a display of that record. Choosing a plan does not let the browser name its own price.

Monthly and yearly
Monthly billing charges the monthly amount each month. Yearly billing charges the yearly amount once. The yearly amount is a lower rate per month than twelve monthly payments. The pricing page shows both.
The free plan activates without a card. Paid checkout needs a connected payment processor. If that connection is not configured, the button explains that instead of pretending to charge you.
Failed payments
A failed renewal opens a grace period. The paid plan remains during that window. When the window ends without a successful payment, the account moves to the free plan and its limits. Invoices stay in the billing screen.
